Like... Out of line...Like a plan being 'outlined'... Can it be used this way? Does it make sence to you?

Outlined means summarised or sketched.

Out of line means out of place - incorrect.

The two have very different meanings.

Outlined and out of line do not have the same meaning. A plan can be outlined, and I suppose out of line.

No, I do not feel "outlined" can be used to mean "out of line". I also spell sense correctly as a rule. Your spelling of the word is 'out of line'!
