that is not a t-shirt. One is a vest called a maika and one is a long sleeve shirt called a telnyashka. these are worn either by sailors or elite units and are considered a mark of an elite unit. They are also issued in summer, autumn and winter weights, and the colour of stripes indicates the unit the wearer belongs to:-
Navy blue - sailors
Black - Naval Infantry (equate to marines but called 'Morskaya Pekhota which means Naval Infantry'
Sky-blue - VDV paratroopers and GRU spetsnaz
Red - OMON and MVD spetsnaz
Green - Border guards paratroopers and FSB (formerly KGB) special forces units

The units of which you speak could possibly be Marines and not just plain Infantry.

On the following site you can see the shirt of which you speak. It is described as Russian Navy and is worn by a girl, which makes life a bit more interesting.

Either they are Spetnaz (Special Forces) connected or Russian Naval Marines.

Their traditon goes back to fighting on land during the Seige of Lennigrad in WW2 when their ships were blocked into port by the Germans.
