Put them in your garbage can. That wasn't cold enough to keep them from starting to spoil, even if the temperature was 55 degrees the whole time, and never any higher or lower. They'd be very dangerous to eat!
Yes, soniphonic, if I was starving and it was the last chicken breast left in a post world war era, I would throw it away. I'd rather be hungry, or eat something else, than take a chance on eating it and becoming deathyly ill.

Was the chicken still cold? Personally I don't think an hour is too long, but I suppose it would depend on how warm your car was. If it smells bad, throw it away. If it doesn't smell bad and was still cold, I would cook it thoroughly and enjoy. I take meat out of the freezer and leave it to thaw at room temperature all the time and haven't gotten sick from it. Throw them away!
Food needs to be out of the food danger zone, that is: colder than 41*F or hotter than 140*F. The longer the chicken sat in that temperature danger zone, the more risk for bacteria like salmonella to breed!

Toss them out!! Salmonella is nothing to play around with; don't take the chance, especially if you are feeding young children or an elderly person(s).

I'm not tell you what you should do; but if they were my chicken breast I would cook them thoroughly and eat them right away. If I was to notice anything strange or a bad odor; I wouldn't eat them They should be okay if you use them now. It has happened to be before with something else.

Throw them out, it only takes 4 hours for bacteria to grow. Its not worth it, as salmonella can kill you.
