Based on the datasheet (see attached) pins 23 and 24 are for the XTAL
Pg 39 of the datasheet lists a 12pF to 22pf cap for frequencies 1Mhz and above also includes a diagram for the cap connections, whic is basically connecting 2 caps to to each XTAL pin and the other end of the cap to ground

You will also have to set fuses to select an external XTAL as the clock source and set registers to configure again see data sheet

It's the reference osc. for the micro - you knew that. It has no polarity. The cap needs to be the right value as not to change the freq. The 16 meg cannot vary over 5hz or so. Needs to be dead on freq.
