There's a page on the DVLA website which shows whether the vehicle is currently taxed, but I think you have to write to them for any further info. In certain circumstances, the DVLA will contact the current owner on your behalf, but due to the data protection act, they won't give you any more info on the current owner, if there is one.
The car will probably have been scrapped long ago, as that reg makes it 26 years old.
