Sea World doesn't have a"Fast Track" system, Universal's "Express" system costs between $56-$20 ranging from 1 day/2 park pass with a few number of blackout dates, or the lowest level which is 1 day/1 park and has an enormous amount of blackout dates. Prices can be found online. If you stay at a hotel, your Express Pass is free.

Disney's "Fastpass" system is free for all customers, your only limitation is that you can only get a second fastpass after a certain time has elapsed (at max 2 hrs), your 1st fastpass should tell you what time you can get another.

Note that I am quoting all the different names of the systems used by the parks cause they are unique to each park, work on different systems, and the employees get a little bothered to hear their opponent's system's name or a made up one used. lol.

Fastpass is available at Disney, you have to pay $40 at Universal for there fast track, but Sea World doesn't have one.

I can only answer wrt to Disney: but not all rides have fast Pass, and not FP kiosks give out tickets all day. For instance, at MGM last week, the Tower of Terror FP kiosks were shut down by 1 pm on the day we were there.
