Your budget could buy you one of the best. Consider either the E6850 or the Q6600 quad core. They are definitely within your budget:

CPU: I think the real question is: how much money do you want to spend? Personally, quad cores don't matter to me on a gaming pc because there are NO games that will utilize all four processors. In fact, all games will only use 1 processor because when game developers are developing a game for the general public, they need to cater to the largest demographic with the same least common denominator, in this case, the least common denominator is people using a single core processor. If they made games with a minimum of 4 cores, no one would buy it. A few weeks ago I decided to upgrade my gaming PC and decided to go with the intel core 2 duo E8500 because (fyi $180), and I don't see any difference in performance on my media pc (amd phenom black: quad core). But technology is moving towards a quad core world, so if you dont mind spending a few hundred extra bucks, you can go for the intel i7, which I hear are incredible. OS: Easy, how much memory are do you plan to use? If you go higher than 4 gigabytes, you need Vista 64-bit. If you have >4 gigs of memory and a 32-bit OS, your computer will only recognize 3 gigs. GPU: ask someone else... i dont know much about them.

you did not specify what you were planning to use this for so i will just assume office applications.

the E4300 (the cheapest of the core 2 duo)should be more than enough for these kind of apps. I have this processor and have it overclocked to 3.2ghz from 1.8 and it works great even with current resource hungry games

edit. the E4400 listed is cheaper (weird) get it instead of the e4300. If you need a more powerful processor for a few more bucks E6550 would be the best bang for the buck.
