I must acknowledge Phoenix' point. I have had the same thought several times.
Perhaps his election can be explained because he comes over as one of the good ol boys - not so smarty that he could EVER be mistaken as a Rhodes Scholar. Barely a "C" student - which is average. And what do you think most people are in this country? Average? We must also consider he got C's in college as a Bush. What do you think his grades would be if he was just a Joe Blow whose family did not contribute to the college?
[HE did score 1206 on the SAT which is respectable. And for a man who likes to be thought of as economically wise, he scored just 71% in his Yale Econ course.]
I personally do not think Baby Bush has a very high IQ. I think what maybe his greatest fault is he reaches an opinion before researching, then proceeds to accept only the "evidence" that supports or agrees with his preconceived opinion. Adding to this problem is his loyalty to friends. He allows his loyalty to overshadow common sense at times. Plus, if one of his trusted friends says the sky is chartreuse, Bush believes the sky is chartreuse because he cannot fathom a friend could be untruthful to him.
But above all else I think the Dems love him. No other Republican since Nixon has hurt the Republican party so greatly.
BTW, I am a Republican so I do get the party literature.
As for other presidents, Clinton was the only Rhodes scholar - not an easy task. Most presidents have attended college & usually graduated. I could not find a list of presidents' IQ's.

From everything I have read, President Bush's IQ is unknown, although many speculate about it. This could be an instance of religion rotting the brain. I have never seen a legitimate list of presidents' IQs.

there are no legitamate lists of presidential IQs. there is speculation, and one can make educated guesses. what we do know is that presidents Carter and Clinton were doubtlessly the smartest men ever to hold the office. as to president Bush, there is a lot of controversy. i think he is probably of about average intelligence, but he has developed serious problems in later years. note the way he mangles the enlish language, something he did not do 10 years ago. this is probably the result of early onset alzheimers, or the result of advanced alchoholism and problems associated with cocaine usage.

From the depths of my neocon heart,
To my Dem friends.
If you say a man has beaten you in two elections
And tricked you into a meaningless war.
Calling him an idiot does not make you look good.
Got it? You can say he fooled you all OR he's an idiot.
Not good to say both.

I don't have a specific answer, but I think this draft of his speech before the UN gives us some idea (seriously, he can't pronounce Mauritania without a phonetic spelling?).
