to speak english smoothly u should have working knoweledge of english & confidence. to have confidence, u need to practice & practice daily & regularly. do not feel shy or bothered if u make mistakes, just keep on speaking. make a few friends, who will tell u where r u making mistakes & try to work on them. dont try to infuse artificial accents in ur language & u will surely succeed.
watching english news channels will also help in getting u proper pronounciation of the words, so it will help u a lot

For general fluidity, find a place you won't be disturbed and recite poetry from a poetry book aloud. Concentrate on your diction and presentation. Do this in periods of one hours per day and include sight reading (things you've not read before) and memorized text reading.

To refine your accent/dialect; A technique used by many actors who need to pick up a dialect is to get some audio books (books on CD) that you also have the text for. As the reader reads the book, pause the recording regularly and try to replicate the dialect used.

Record yourself so that you can hear how you are presenting the language compared to how the reader is presenting the language.

If you can find one, hire a voice coach. A degreed teacher of singing or acting can do this for you. A one-hour lesson per week can make a huge difference.

Practice is the best way to learn and improve in a language. Whenever possible insist on using English preferably with native born English speakers. Tell them that you want to be corrected and thank them when you are corrected. You do not want politeness to interfere and result in your not being corrected. You should also listen to the radio and watch TV in English. Even songs in English will help.

some people think that they can speak english smoothly by buying english books or whatever it can just improve ur reading not speaking.the best way of speaking english is "talking to ur friends or whoever know english.dont worry if u dont know proper english just talk in however english u know and u will automattically speak english smoothly.
