I keep cleening it off but it comes comming back, There is a water heater in it set at 28 does anyone have a clue?

Do you mean humidity because the aquarium water is warmer than the ambient temperature of the room? This would be normal. Fill your aquarium up with water so there isn't any room between the top of the aquarium and the water level and this area will disappear.

I'm not sure what you mean by "moisture" but it occurs to me that it could be fungal growth, like mildew or algae. Fungus is in the air and some of it will naturally land in your fish tank and grow if it can. I think cleaning it off like you are doing is probably the best thing.
