What type or groups of people usually create a goverment?

People started grouping together for protection and survival.

As people grouped together, decesions had to be made in order to provide protection, survival, and later manage resouces.

People learned that some people were better at managing this then others and became leaders.

Different groups choose leaders differently. Initially it was done by strength or by the "emergant leader" concept.

Later, it was done by "divine right," and birth succession.

Democracy, Republics and such emerged later in human development.

Through this, some people learned how to manipulate their way to leadership, others did it by talent, others by merit.

Thats it in a nutshell anyway.

What a bunch of clowns here! LOL! Obviously, you have access to the Internet, but that doesn't matter to you guys - just keep the lies and stupid comments coming! In general it's one of two people

1) The Rich (the United States, The UK, etc)
2) The Influential (Hitler, Stalin, etc)

You use the desires of the society to mold them into believing that you have the end all to their conflict, so you basically manipulate the society to thinking that you hold the supreme law.
