if i get a verizon phone(motorola razr max ve), can i activate it with alltel? because both work with same technology.

Yes Verizon and Alltel use the same type of network and I know of people who have put Verizon phones on their Alltel service. The only problem you may run into is that you will not be able to get automatic software and roam list updates and things like the internet and data features will not work properly. If you just want it for phone calls and possibly text messages then you should be ok. Verizon tends to "cripple" theirs phones though and put their own software in them to restrict what you can do with your phone so if you would like a very customizable phone I wuld just one already set up for Alltel.

It depends on the kind of network that the phone is designed for. If it's a GSM phone, for example, and Alltell has a GSM network, you theoretically should be able to use it. But I would check with Alltell. Chances are that Motorola has made another phone that has essentially the same characteristics as the phone you want, but which will work on Alltell.
