Wow, very nuanced and accurate characterizations. Until now I thought the world was a complex place, now I know better.
I would push for transparency, not just the presence of information, but the dissemination of substance over style. The maxim of "the economy, stupid" would be replaced with "honesty, stupid". My main objective would be to diminish the divide between what is understood in the halls of power and perceived on the street.

I'd make it an absolute monarchy. Everyone says that's a horrible form of government, but think about it! With a monarchy, if you have a dictator, the people can revolt and behead you (see French Revolution), but with a democracy, you have several dictators and you can't shoot them! You can only try and vote them out of office. If the wolves outnumber the sheep, guess what's for dinner?
So I'd be a monarchy. A nice monarch though. :D Free ice cream for the kiddies, three day weekends, we'd all follow Starfleet Regulations...including the Prime Directive (and for all you Non-Star-Trekkies out there...that means simply....MIND YOUR OWN BUSINESS!).

1-never thought of becoming one.
2- Could be an adviser but none will take me ( they will never come to think like I do- the positive ways or take any risks at my philosophy so easy and practical.

I would do whatever it took to educate my citizens, that have the ability to succeed in universities.
The way i would do this is to make sure that good instructors at grade school through college level were compensated based on their ability to teach.
After that, I would make a nationwide group health insurance policy that would allow people to buy into a group health insurance provided by private insurance providers to promote health.
I would allow freedom of expressing opinion, but any media outlet claiming to be "fair and balanced" but telling people how to think about the news, or trying to spin facts would be stamped and made obvious that they are a tabloid-type operation.
I would spend money on my own countrymen to improve their lives without trying to compare their lives to how bad people outside my country has it. the people outside my country isn't paying taxes to provide for the general welfare and quality of life in my country.
the borders would be closed and only people I allowed in would get in, and only products proven to be safe for my citizens, would be allowed in. any product that can be produced in the united states, would have a large import tariff if imported from communist/socialist countries, to promote the businesses of democratic governments and mixed market economies throughout the world.
Politicians caught accepting bribes would be publicly executed, right along with child molesters, and rapists.
