Looks like the washer/seats have gone bad. Shut the water off, remove the faucet stem(s) with a suitable socket set. Take a stem to your local hardware store only if they can be trusted to know ANYTHING about plumbing. Otherwise, take a stem to a plumbing supply house and let someone with real parts experience set you up.

I have to do this about once or twice a week at the hotel that I work at. Open it up, and cut off the water. There should be about a 2 inch piece you'll need to unscrew to get to the insides of the faucet. Once that's off pull out the section that contains the rubber caps and springs. Take off the caps and remove the springs, and spread them open just a little bit, maybe 1/8". Reverse the procedure to put everything back on and it should work fine.

Its easy to fix, I just fixed mine last week and I'm a female senior citizen. First..determine which one is leaking (hot or cold) usually its not both. Remove the handle, mine uses a Allen wrench, unscrew the base and remove, pop up the stem, put in a new small piece of rubber that sits on top of a small spring. Press down hard till it "seats" and replace the base and the handle and it should stop leaking. AND BE SURE TO TURN THE WATER OFF UNDER THE SINK...

You need to replace the old handles with the new one. You could also try to put a lubricant first, you never know it might work. Good luck anyway.
