"Y" is only a vowel if no other vowels are present in the word. For example, in the word "why", y would be considered a vowel as neither a, e, i, o, nor u are present.

when you are shY looking at the skY. whY do you ask? When the skY is sunny you might frY your skin which could certainly make you crY and make it hard to swat the flY that keeps hanging around the pig's stY.

so....
