Some cars have a chip just like a little computer chip
that plugs into the ECU. Newer cars actually can have
the ECU programmed from a computer by downloading
new performance parameters. An example look at the
older porsches and BMW's from late 80's and early
90's . They have chips. The Subaru Impreza Sti had
an onboard computer which can be "flashed" Resetting
the parameter for more performance>

I used to date a mechanic and yes, that is true. From what he said, it wasn't really a chip, but an internal computer program, it may have been called a rev limiter. He had an 02 Monte Carlo SS and he said that in order to remove this limitation, he would have to hook up some kind of computer to the car and then enter the serial number of a police car of the same model (or something like that) because police cars do not have this limitation in their engines. No shop will do this for you and I do believe that it is illegal.

The rev limiter is there for a reason - to keep your motor from blowing up. There are other ways to enhance performance then to mess with the rev limiter, just be prepared to spend alot of money, because speed parts cost some serious moolah. The people the modify thier motors/setups either change computers or if applicable have a chip inside changed to handle the excessive speed/rpms. Of course going faster, you sacrifice fuel economy. Plus if its a new car under warranty - messing with the computer will void your warranty.

Yes, they can be re-programed. You don't take the chip off, just remove one limiter. Never take the RPM(revolutions per minute) limiter off, only the speed limiter. This will save your engine while you try to kill yourself.

there is no chip to unplug. but, many performance tuners alow you to adjust you speed limiter, wich only takes a couple of seconds once installed, and normally take 30 min. tops to install.

I believe it is an rpm limiter so you won't damage your engine.
