Kool G Rap is better than Tupac in every aspect (flow, lyricism, internal rhyme schemes, metaphors, vocabulary, multi-syllables, etc.), but I would say Tupac because he has better albums, songs, poetry, and content.

I feel out of place cuz I'm going to say G Rap.
Let's face it...
The man is still alive, still making quality hip-hop in the days where fake thugs and playas sell records to little kids. Pac was great but he was overrated.
Jen22: You don't understand. Overrated doesn't mean you suck. It means people hype up your image a little bit more than what's real. Pac isn't making any new records. Because he's gone. And screw those postumous releases, they disgrace his music.

gotta go with 2pac, not an easy choice though. G Rap was an originater, but Pacs music meant more, plus I liked pacs delivery. He rapped from his stomach, kinda screamed at the mic.

tupac was not over rated... He gave it real and painted pictures through his music and used poetry and also had dancy songs too but they were also real. (California Love) Yeah we do different in this state and he celebrated it in a song so we could all dance to it. He's a rap legend, the best in my eyes.
