How do I make a ruffled miniskirt? Is there a way to make it layered?

The bottom part would be easy -- you just make strips about twice the length of your measurements. Sew lace to the bottom, then use the long stitch on your machine on the top. This will let you gather the fabric (scrunch it together along the sewing line). Make it fit a skirt you already have, or simply sew it onto a simple skirt.

The top part, you'd need a real pattern for. Try Butterick. They mail patterns anywhere in the world.
