does a scatter plot have outliners? or is it a box and whisker plot that has outliners?

Yes, both can. The scatter plot does not denote which data points are and which are not outliers. The box and whisker plot has a defined method for identifying outliers. The normal methods is any data point more than 1.5 inner quartile ranges above or below the 3rd or 1st quartile respectively is an outlier.

I believe the word is outliers, and both a scatter plot and a box-and-whisker plot can have them. Outliers are data that are outside a chosen limit, usually defined in terms of standard deviations.
