Every payday my boss will not issue my paycheck until the bank has closed it's books for the day so I will have to wait until the next banking day. He leaves without paying then calls later in the day to tell me he "forgot" and that I can get it off of his desk.

As long as the check is in your hand before you leave on payday that is allowed.

Now on to bigger problems, your boss is having cash flow issues (a lot of businesses are, the economy sucks) and you might want to start looking for another job before your checks bounce.

He can and he does. He does not have to pay you until he sees fit to pay you on payday. Some bosses pay at lunch time and some employees do not return to work on time on payday also. So you see, he is the smart one. And you should appreciate the fact that he does pay you later so you get your full day of pay on pay day.

be happy the checks clear...as long as you have the check by 11:59 PM on that day, you have been "PAID", as long as check clears the first time you deposit it. If you have a problem with that, ask for direct deposit, if it is offered, or start looking for another job. What your boss is doing is PERFECTLY LEGAL

It is the choice of the employer how much you get paid (as long as you meet minimum wage) as well as your pay period and pay date, including what point in the day you get your check. One day won't kill you. Ask about direct deposit.

Yes he can and you can't do a thing about it. The ONLY way you could get around it is if your company has a policy that states otherwise and your boss just isn't following company policy.

Sure he can. As long as you get paid that day, he can pay you any time of the day he wants to.
