I'd have to go with "All Eyez On Me" by Tupac. I know nobody can deny that the album was one of the best ever.

Also, I don't really like him anymore, but 50's "Get Rich or Die Tryin" was a classic album. Not the best, but one of the best

I also think that Lupe Fiasco's Food & Liquor and Black Star by Mos Def & Talib Kweli were amazing albums too

All Eyez On Me wasnt even Pacs best album in my opinion, it was Me Against the World.
Illmatic, Reasonable Doubt, and Ready to Die are probably tied for best ever.

Illmatic runs a close second on my list.
The Chronic is number 1 for me. Unique in it's production, this album set the stage for the West Coast and was not only the jump off for Dr. Dre but for Snoop, Kurupt, Daz, Nate Dogg, RBX, The Lady Of Rage, and Warren G. Influence that still resonates to this day.
It is the prototypical West Coast album.
