It's not a rule, but an understanding. I've heard it called the neighborhood play. If the infielder is in the neighborhood of 2nd base (pretty darn close, actually) the runner will be called out so the fielder won't be hurt. If the fielder doesn't get close enough, the runner is safe.

It's a understanding that if a runner is half way and the catcher is half a step away from second base, believe it or not but the runner is going to be out.

I have to agree with you. This seems to become a bigger question, when you see the " in the area " getting larger each year. Touch the bag...or it's not an out. That's the way it should be played.

There is no written rule. Kind of an unwritten rule if you will but you can't make it obvious.
