if you put a glass of ocean water up to the sky , you can see through it, It is water, plain and simple. Water with salt and minerals floating in it. The sky does reflect in it to make it appear blue and at night it will appear black or navy blue.
The deeper the water the darker it seems because the light can not penetrate to the depths.

Put the water in your hands. It's sort of clear, minus sand, algae, and other floating or discoloring things. When your up in a plane, its reflection, and depth. The deeper, the bluer and near shallow it lightens, depending on the color of the bottom. Green may be plant life on the bottom, either way, it's beautiful isn't it.

It really depends where you are and how polluted the water is. Some are green because of erosion, which are close to shore. But reallt the ocean is light blue, if people keep polluting it will be GREEN.
Hope I answered your question.

Clear, that is before people started polluting it!!! It only looks blue because it's reflecting the sky.

The under-water debris is green, and in clearer areas, it does reflect the sky. :D
