The trip out takes 250/95 = 2.632 hr. The trip back takes 250/55 or 4.545 hr. The total time to cover the 500 km is therefore
2.632 + 4.545 + 1 = 8.177 hours ant the average speed is
500/8.177 = about 61.15 km/hr.
Since the car returns to the point from which it started, its displacement is 0 and so its velocity is 0 (remember, speed and velocity are 2 different things. Velocity is a vector and speed is a scalar)
