Good question. There isn't 23 miles of ice though. "Some 98% of Antarctica is covered by ice, which averages at least 1.6 kilometers (1.0 mi) in thickness."

There has never been a civilization on Antarctica.
More than 170 million years ago, Antarctica was part of the supercontinent Gondwana. Over time, Gondwana gradually broke apart and Antarctica as we know it today was formed around 25 million years ago.

When the ice is gone the land will rise up higher then it is now. The ice got there when it rained, snowed formed ice and it never melted in the summer and each winter it added more.

No they was no civilization there, the land is depressed due to the extreme weight of the ice. Its most likely barren and perhaps rocky since there would be little topsoil.

THERE IS LAND UNDER THE ICE AS TO WHAT THE LAND LOOKS LIKE WE HAVE SONAR AND SIDE SCAN RADAR TO LOOK AT AND IT'S DOUBTFUL IF A CIVILIZATION EVER FLOURISHED THERE.
