The term is "top notch" and comes from a seaman's language. Top knots or notches were made on their planks or seaboards, and the highest sailor got the "top knotch", thus having greater sea legs.

Others have taken the term from playboy types who would brag they keep a notch on their bedpost for every good lover..the best getting the "top notch".

Another explanation is at one time a suitor visiting a young lady was allowed by the girl’s father to stay just as long as a courting candle continued to burn. The candle was set in a holder that permitted it to be raised or lowered by a system of notches, so changing its burning time. If the father really liked the young man, he set the candle on its highest notch, in the hope that by spending a lot of time together the couple would decide to marry.

I think it is "top notch"---like the most recent ntch on the bedpost or the gun butt---meaning the most recent or the best (so far....)
