I would not think so, I know in Michigan a dirt bike is not legal on any roads, the hybrid bikes that can ride as either a dirt or street bike is legal on some roads, but it has to have a higher cc to ride on the highways. The fact that most do not have lights is the main reason, do you know how dangerous this could be if a car behind you has no clue you are stopping?

My modified lawntractor is about as street legal as your dirt bike - cept the officer that pulled me over was more interested in the tractor than if it were a dirtbike - and that was on a dirt road.

If the bike is licensed, but has none of what you mention, no it is not, you should have gotten these items before even licensing it.

i would probably its illegal in all states, because you need to let others know when you are about to make turn..... because some don't know the signals by hand.
