Well, it might seem weird to a girl when this is done because you don't expect the girl who says this to maybe be wanting to have sex with you, while with the guy you think he might be thinking this when he says it.

When A guy says it you think it means more than I love you as a friend. When a girl says it you feel its just a friendly jesture. Your feelings are probally more correct than you might want to believe

because people are used to men and women saying it to each other in a romantic way and men dont tell each other that they love each other because men dont want to seem like they are touchy feely or like they are soft especially to other men...but when a girl says it it can mean it in a romantic or a friendly way to let you know that your like a sister to them

well if the guy is saying it to a girl it could give wrong impressions and that would be awkward, unless they "love" love them.
