1) What to produce (guns or butter type question).
2) How to produce these goods/services? (use labour or machines)
3) Who gets the production (supply and demand etc)

Economic goals vary from economy to economy. They can be - full employment, stable currency, economic growth, good trade balance etc. Some of these goals conflict with each other so a trade off needs to occure.
