According to Wikipedia: http://en.wikipedia.org/wiki/Mr._Magoo
"Mr. Quincy Magoo is a cartoon character created at the UPA animation studio in 1949. Voiced by Jim Backus (also famed in popular culture for his role as Thurston Howell III in the 1960s sitcom Gilligan's Island), Quincy Magoo is a wealthy, short-statured retiree who gets into a series of sticky situations as a result of his nearsightedness, compounded by his stubborn refusal to admit the problem. Affected people (or animals) consequently tend to think that he is a lunatic, rather than just being near-sighted. In later cartoons he is also an actor, and generally a competent one except for his visual impairment. He is notable as one of the few cartoon characters to be an alumnus of a real-life university, Rutgers University in New Brunswick, New Jersey."

n 1977, UPA licensed DePatie-Freleng to produce 13 half-hour episodes of What's New, Mr. Magoo for Saturday mornings on CBS-TV. The 13 episodes consisted of two stories per show and paired the nearsighted Magoo with his nephew Waldo and a nearsighted talking dog, McBarker. The series premiered on September 10, 1977 and ran through September 9, 1979. Jim Backus again provided the voice of Magoo, with Frank Welker supplying the voice of McBarker and Hal Smith doing additional voices. Produced by David DePatie and Friz Freleng, the cartoons were directed by Sid Marcus, Bob McKimson and Spencer Peel. Doug Goodwin, Eric Rogers and Dean Elliott supplied the musical score.

Good, this is a record of old 'toon' dogs that I keep in mind from method back - might be certainly one of them is the one you are seeking to feel of. Huckleberry Hound, Underdog, Scooby-Doo (he is brown - not yellow - and he doesn't flow in the air after eating a 'scooby snack' - lol), Muttley (from the cool animated film 'The Wacky Races - Dastardly and Muttley). Edit: I consider 'taking pictures...' is proper - it's Deputy Dawg (he simply spelled the identify incorrect - lol). It is been soooooo long considering that I've noticeable any of these cartoons, that I can't recall either.
