Probably the steering gear. If it was the pump it would be hard to steer in both directions and would likely me making a loud whining sound as well.

sounds like the power steering pump may be going bad have the pressure tested at a repair shop to be sure and it could be the rack & pinion also but i would start with the pump first

Could be a number of things. Could be dangerous. I would go to an alignment shop or tire store and get it looked at.
