They are stars featuring the names of not only human celebrities but fictional characters honored by the Hollywood Chamber of Commerce for their contributions to the entertainment industry. This is assuming your are talking about the Hollywood Walk of Fame?

The bottom line is that you have to be famous enough so that the average person on the street recognizes your name, have been around for a few years, have your name submitted to the committee (anyone can do that), then (if they pick you), agree to show up in person to the star-unveiling ceremony, and be able pay $25,000 for upkeep of the star.

Call that whole "name a star after yourself" society.

If you mean a star on the Hollywood Walk-of-Fame, there's a committee that accepts nominations each year ...they offer it to the person... if that person accepts - then s/he pays money to the organization (who in turn, gets all permits & stuff) ... they build the sidewalk block and hold a ceremony after they've installed it.

I'm assuming that you have to be a high profile actor/actress who has been successful in entertainment. It seems these days that you have to have hit movies, music, clothing line or just have club owners who pay you really well to promote their products.
