Use the mouse.
Start -> Turn Off Computer -> Restart
If you really want to do it at a command prompt then type in

(1) Start > Turn Off > Restart.
(2) Download Sharewares such as "Shortkeys" or "Tweak-XP Pro", which allows you to create short cut on your desk top for reboot.
(3) Some computers have restart button on them.

In computing, booting (booting up) is a bootstrapping process that starts operating systems when the user turns on a computer system. A boot sequence is the set of operations the computer performs when it is switched on that loads an operating system.
OK restarting still turns off your computer guys. Thats why when you do it, you get the bios screen. It turns off for milliseconds, but it still turns off.

press Start then Turn off computer then chose Restart. How do you normally turn the computer off? With the switch?
