Unfortunately, there is little you can do in this great country of ours when it comes to advertising. Different government groups and different consumer advocacy groups can make changes when advertisements are ridiculously misleading, but advertising gets leeway with artistic expression.
As common knowledge, the companies will argue, you should know that the burger isn't going to look the same in a commercial/"art" as it will in real life. And even if you'd been living in a bubble and didn't know that restaurant hamburgers weren't always gourmet, huge delectables -- you still had the option of asking about size or using other resources (such as the internet) to investigate.
You also have to think about the price point you are at. A burger for $2 is probably not made with the freshest or most quality ingredients.
The do have amazingly huge, delicious burgers, just not necessarily at a restaurant with a drive through window :)
If you do feel like it is out of hand you could always feel free to look up the corporate address of the restaurant online and send a letter of complaint. But I think the most you'd get is a free coupon for a skinny hamburger, if that.

I think that the hamburgers on tv have an obesity problem, so i asked the manager where he was hiding all the fattys, and he told me to get out of his restaurant...

Uh huh.. well be thankful you are getting wimpy little burgers.. can you imagine how fast you'd gain weight if you ate those BIG and JUICY ones? They are packed full of hormones... steroids.... can you handle the additives? winks.. if they showed the burgers in true form, why would you want to buy them?
