If you mean Pax Romana it would refer to Roman Peace. It refers to the Romans being peaceful and thus not expanding its empire greatly during this time.

You mean "Pax Romana", the Roman peace. It is reconed to be the period 27 BC and 180 AD, a period of limited military action by the Roman empire, starting during the reign of Ceasar Augustus. This was not a period of total peace, but the core of the empire did remain untouched by military conflict, any military actions being at the periphery of the empire. the correct quote is the pax Romano or the peace of Rome and referred. to the peace that ensued when another province had been pacified and that no rebellions were allowed indeed were put down with extreme prejudice.and so peace was widespread throughout the Roman Empire.
