Because the entertainment industry has a very powerful lobbying organization that suceeded in getting children exempted from the law. However, each state has its own laws containing restrictions on the work done by child entertainers, with some states (a very small minority) including actors and entertainers in the prohibition against child labor. Children are prohibited from working in all industries, but actors, singers, etc, are artists, not workers.

There are in the UK. They are only allowed to work so many hours and must receive full time education too.

There are still protections for them, which is why you see situation like the Olsen twins. Only one of them were on camera at a time until they reached a certain age.

there are very strict laws and rules governing child actors- very strict..it even covers what can be done with their earnings, how many hours they can work..etc...get in touch with S.A.G. the screen actors guild and find out more information
