Yes, it is actually possible. Somewhat more complex, and it can't just be clamped off, but totally possible. The result you want (keeping inner skin) is possible at the top too! The reason for doing it at the base is actually to take hairy skin and leave hairless skin. It's rare but not unheard of. More complex than a normal circumcision, it's very much cosmetic surgery for your penis.
If you want it though, do know that it *is* possible.

What's a ring circumcision? Do you mean a scar? Every guy has a scar. The line that goes along your shaft seems normal. Some guys have a line there from where the penis developed. After the penis develops it folds into a tube and then grows shut, some guys have amore noticable line. Also circumcision isn't the way a penis was meant to be so having unhealthy colors around the penis is "normal" for a circumcised penis. -Connor

If you look at a cut-away diagram of a penis, you will see that at the base of the penis, the skin is connected to the base of the shaft. One would have to tear away at the connective tissue in addition to not lacerating the shaft itself. What's more, there is no blood flow from the shaft to the skin - the blood flow throughout the skin of the penis only comes only from the skin. (This is why an erection does not simply look like an massive engorged collection of blood vessels.) The doctor would thus have to reconnect vital blood vessels and veins in the infant's penis quickly before the remaining skin simply died.
Assuming this all worked without any major complications, sexual intercourse (and masturbation, for that matter) would be very uncomfortable as the skin would have no "give" - it would be like masturbating a baseball bat.
The reason why the current circumcision procedure is so much easier is because it is only at the tip of the penis, over the glans. There is no blood flow service from the hood other than to back from where it came, and there is no connective tissue to the glans.

circumcision is the removal of the foreskin by definitioon thus removal of other skin instead woudl not quite qualify. However, if you wanted to remove some skin form the penis to shorten a long foreskin any good cosmetic surgeon shod be able to remove whatever skin on you penis you desire to achieve the effect. Just avoid the word circumcision lest they cut off the part you want to keep.

By definition, a circumcision is removal of the foreskin, covering the glans or head.
Why would you want to remove skin at the base?

No, it isn't. Circumcizion simply cuts the end of the foreskin off, at whichever point along the penis the patient desires (or the baby's parents desire!) I'm guessing you're naturally in-tact, and if so keep it that way :-)
