Sorry, but no one here can say whether agents in Chicago are going to be exclusive. To tell you the truth you should hope that they are because who wants the business flooded with people who don't know what they're doing? Even as a kid you should be in classes. You need your parents absolute unconditional support, get into classes, build a resume of theatrical roles, then student & indie films, THEN go looking for an agent. Agents in Chicago aren't hurting for clients who have all that and a bag of chips. Do the work required, then maybe you'll get somewhere.

Once you've had lots of training and have a good resume, send your headshot, resume & cover letter to the agents listed here: http://www.sag.org/sagWebApp/application?pageid=AgentInformation&portletid=FranchisedAgentLists&wfevent=validate&target=find_agent&agent_type=franchised
Wait 6-8 weeks and if they haven't called then they're not yet interested. Mail again when you get new credits and new headshots to go with them. It's best if you have a referral and a show to invite them to come see you in. Referrals come from people you meet in class and while working on shows and projects. For auditions check out backstage.com and actorsaccess.com. For other possible auditions and ino do a web search for Illinois film and see what film commissions, alliances, etc. your state has and what info their websites will give you.

good luck

Just use the yellow pages to find talent agents and call them and ask how to get representation
