So I have already changed the fuel pump, the starter, and the battery in my car. I was wondering about the relay and where its located and what it looks like. Also if anyone can give me anymore suggestions on why I am not getting fuel to my engine. I drive a 1990 Honda Accord and any help would be greatly appreciated...

First make positively certain you have spark, because many car computers won't run the fuel pump continuously without a qualified good ignition system. If you have spark you should be able to spray "quick start" starting fluid in the air intake and have the engine at least fire and run briefly. Reset your fuel pump emergency shut off switch if you have one specified in your owner's manual. The fuel pump should run for a few seconds when you just turn the key to on (not start) regardless of the computer control over the fuel pump relay.

If there is gas in the tank, changing the fuel filer may work wonders for you. I don't know where it is, but the owner's manual should tell.

If it is at the carburetor or throttle body, you can disconnect the feed line from the fuel pump and CAREFULLY check to see if any gas comes out when the engine is turned over.

Does it fire if a small amount of gas is put directly in the carburetor while it is turning over? If this answer is yes and there is gas getting to the filter, the problem is somewhere from the filter to the carburetor/throttle body.

Fuel filteers, one in the gas tank? Or in line adjacent to the fuel tank? Change them. Find out where there are fuel filters for the year and model at your local Auto Parts Store. Clean the fuel injectors, and make sure all fuel lines are tight and clean and not sucking air or leaking fuel. Check all vacuum lines and make sure they are clean and tight. Make sure you have the correct fuel tank cap on the car, and no water in the fuel. Put the car on the computer and see the readout. Good Luck.

If you are sure fuel is not getting to the engine you might consider changing the fuel filter.
Don't try this yourself as the fuel is under very high pressure.

If your not getting fuel;

gas in the tank

Fuel pump pumping gas

no blockage in line from tank to engine

fuel filter not clogged

Injectors not clogged

That is all the possibility's.

Does your car have computer system that operates your fuel system? I'm not sure given the age of it. Anyway, I had the same problem with my Nissan and that turned out to be it. Only the dealer can diagnos and fix it cause they have the testing gear.

It's probably out of gas.
