It is a token included in mint uncirculated coin sets. The P is for the Philadelphia mint. There are also D ones for the Denver mint. They have them at my local coin shop for 10 cents.

Originally the token would have been shrink wrapped with the rest of an uncirculated set. In older years the token was made of cardboard.

It is a medal from a mint set. A mint set has one of each denomination from the Philadelphia mint and the same from the Denver mint. Inside the package with the Philadelphia mint coins is the medal with the P on.it The Denver one has a medal with the D on it. A lot of coin dealers break up these sets so the medals end up in their so called junk boxes or are given away to people. They have no value. Even that being the case most coin collectors have them in their mint sets or just one of each for they are a numismatic item.
