Japan is about 99% Japanese...And yes, the women who date outside usually choose white men. Some go out with Korean...Lationo is very uncommon.

As long as a person is a good guy I think that he will find a Japanese girlfriend whatever culture he is from.
Don't take the monoethnic ranters too seriously. You have touched a nerve with the second part of your question. Plenty of Japanese, especially the better educated ones, accept that Japan is and needs to be multicultural. Racial discrimination is incompatible with Japan's international obligations (as well as its economic self-interest - need for foreign workers). Accordingly, when interpreting Article 14 of the Constitution in discrimination cases over the last few years the courts have been very much aware of Japan's international obligations relating to racial discrimination. Therefore, whilst many of the elite in Japan are aware of the need for Japan to be multicultural, the idea is taking its time to filter down to some of the rank-and-file; what the Americans would call 'rednecks'.
[Given the latino aspect to your question, I thought that you might enjoy some information about the case involving Ana Bortz, a Brazilian journalist in Japan. This is a paper from Japan Policy Research Institute:-

I can't speak for all Japanese women but mostly, I've only seen them date Caucasian American men. But beauty is in the eye of the beholder so it's entirely possible that there are Japanese women would date Latinos. However Japan is not very multi-cultural at all. I think there's close to 2000 Caucasians in Japan and around 40,000 to 45,000 Americans. However there's a population of more than 120 million so a few thousand doesn't make a large cut of the people there. Most are Japanese or Japanese-born Koreans from the World War. I think there's around 500,000 of them. Basically Japanese account for like 99% of the population there. So there's not a lot of foreigners to choose from in Japan. However on the other point of view, few Japanese men will date Caucasian American women. I've heard a lot guys say that they find them intimidating and most don't fit into the role of the traditional Japanese girlfriend. I have a friend who's half-Latino and half-Japanese so it's entirely possible that they'd like Latino men if they met them. The problem is that there's just not a lot of Latino guys to choose from. Probably a majority of them would be in Tokyo.

If you're going to go all the way to Japan to find a lady, you probably will.
Some Japanese women like Latinos, some don't. There aren't many anti-Latinos around.
Japan isn't too multicultural. If you're in Tokyo or Osaka, you won't stick out much, but just about anywhere else in Japan, if you don't look mongoloid, you'll stick out.

How multicultural is Japan? Depends where you are, foreigners are all over Tokyo, I've been with girls from upwards of 7 different countries while I was there.
Japanese girls generally don't go for Latinos but If you go to places other than Pure, Gas Panic, or other clubs like them you'll stand a better chance.

Japan is not very multicultural. If you visited there, you would see mostly southern Asian people. Japanese women usually aren't into foreigners besides whites, simply because causasian people look so "different" and their culture is so different.

I used to tend bar at a Brazilian joint in Sendai. There were some Japanese women who were regulars who liked to Salsa dance and they seemed to like latino gentlemen just fine.

Japan and East Asian countries are rather mono culture or homogeneous. Japan isn't taking positive immigrant policy, too.
98% of the population in Japan is Japanese.
92% is Han race in China.
98% is Han Chinese descent in Taiwan.
Nearly 100% is Korean in Korean peninsla.
Those East Asian countries have learnt racial problems from western hold, such as riot in Paris, racial conflict in London, and 1992 LA riot, etc.
BTW, I wonder who said racial diversity and multi cultural society is favorable or preferred first.
