For licensing information, which may vary among jurisdictions, you need to go to your county courthouse and inquire about business licensing.
As for help, you can hire teenagers off the street, pay them under the counter for whatever they'll work for. When I was a teen I would work for party money, and would accept about half minimum wage. But you'll have to negotiate on a case by case basis. Figure what the job is worth to you, and offer slightly less than that, to give yourself bargaining latitude.

The license will probably be the cheapest thing you pay for. You need the license, bonding, insurance and then you pay for workmans comp on your employees plus their wages. You also need the equipment and a way to get it to the jobs plus maintenance for all this.
