This is strangely similar to the funds they want to give to illegals through the Dream Act. Maybe this is to soften the blow when they try to tuck that into another defense budget? After all, Senate is not allowed to tax us for Socialistic benefits.

Here is what Congress has the right to spend tax dollars on according to the US Constitution.

Where do you think she'll get the money for this? She'll raise your taxes. Then she'll raise your taxes to pay for her healthcare system. By the time she's done, you won't have a paycheck.

A lone Senator or Congressperson can not get something like this passed. Sounds like an attempt at getting undecided votes to me.
Another social program, Big question who will pay for it, how much will it cost to administer, what happens to the funds if the person does not go to college, what happens when the person fails or quits college?

I can see it now, a lot of individuals not qualified for college, spending the money just to have a good time in college. I see a major opportunity for waste. Degrees in basket weaving will appear along with others that keep the person in college and spending the money.

It would make more sense to increase the Pell Grants, and reduce federal education loans for individuals that complete a course of study and works for the federal government in areas the government has a difficult time filling positions--example Veterans Administration, Native American Reservation Hospitals, small county hospitals, and etc.

College is not for everyone in the first place .

We have placed to much value on getting a college degree that is meaningless unless you get a degree in a biological or engineering field .

The rest of the degrees are offered strictly for personal enrichment .

The law is clear and all that happens today is plea agrements in 90% of the cases .

The rest of the law is about hiding money from the government and how to go about it legally .

If we abolish the IRS we have no need of millions of attorneys .

Making corporations responsible means no more sealed deals and corporate payoffs and bribes that need dozens of lawyers to cover up all the time .

Our system should be able to offer something to its people from the great natural resources it posses as a nation . Which means as we export items for trade we tax them . This should be our revenue source . We do not need a property tax or an income tax . What we need is a sales tax so those people who spend money pay the tax and those who save do not .

I think she should pay for it since its her bright idea. Another waste of fresh air. College is not a right and not everyone will go to college. So basically, that's another reason to give illegal immagrants more tax-free money. Why don't illegal immigrants get back taxed and that money can be used to pay for this fund. Has anyone looked at the budget lately? The last time I checked, we are pathetically in debt and getting deeper paying for illegal immigrants and a war we sholuldn't be in in the first place. Minorities get money for school just because, since over half the country is minority, who else will need this fund.

Russia just came up with something similar. They declared one day out of the year national copulation day. Nine months later the first mother that gives birth gets the big prize. We are talking about literately giving refrigerators and thinks of that sort, to encourage the re-population of the little commies that has been in decline for some time now. The $5.000 from Hillary's plan is not far fetch. She is just counting on a lot of little pig commies to keep her Party in power for years to come. Once again she proves to us how much she admirers the communist ideals

One Congresswoman has pointed out that every child born in the United States today owes $27,000 on the national debt. The proposal doesn’t seem so outrageous when you make that comparison.

As for the Constitution, Senators can make proposals as they see fit and Congress controls funding.

Maybe she is considering a down payment on a great future for our children. Perhaps we can borrow the money to pay for it. Since the Republicans love to borrow and spend that should pass very well. She is a Senator and can propose whatever she wants. There is nothing in the Constitution prohibiting any Senator from proposing any bill.

Once again, the looney left shows just how hypocritical they really are. She wants to give them money so it can "grow" over time. Hmmmm, just recently, these very same whacko libs whined, moaned, cried, and were on the verge of suicide because the right wanted to do the same for social security....to funny. I don't think the left really knows what they want to do.........

YES!!!!! Great Idea.

Only those who are motivated will utilize the funds. The rest will simply forfeit.

The USA indirectly pays for Israeli college tuition. By funding their military Israel has the funds to pay tuition for their citizens.

Rather than investing only in war, neo-cons, would benefit the most from this. Talk about an investment that would return some real dividends down the road.

Its an investment folks. And only kids who are eligible to attend college can take advantage of this. They in turn become better paid workers and therefor decrease crime while increasing the tax base.

If the program began today. The money wouldn't get spent for another 18 years. That's a creative approach to motivate people and to increase the tax base.

We don't know right now how she would plan to pay for this. Senators of course have the right to propose programs for our country and author bills for a vote. What in the world do you think they do? Even if she were President she couldn't just order this on her own. It would have to be approved by Congress. Geesh, learn something about this government operates before you vote, please.
