What kind of court would deal with the case and arraignment? for example, a Congressman from CA.--would he be tried at CA's Superior Court?

Depends on the crime. State crime would be state court having jurisdiction in his home county. Fedreal crime in same federal District Court.

He would be tried wherever the crime was committed, just like anyone else.
