If i took a hammer to it and pounded it back to powder i need just a little bit to finish don't feel like getting another bag. I know they sell 10 pound bags but i don't even need that much

Nope. Cement and mortar are made from calcium carbonate (limestone) by fireing at very high temperature to change the crystal structure. Once it is wetted with water it returns to it's original crystal structure, kind of a fabricated limestone.

It will make a decent part of an artificial reef.

If I was in your place; I'd go to a Lowes or HD initially, and/or a contractor who might use a lot of the same mortar. I suggest that because very often bags break, and perhaps Lowes or HD has such in some stock room. A concrete contractor could probably let you have a couple pounds; with no noticeable loss; and probably for a fair price.

My hot wter heater blew and flooded my garage wetting a 60LB bag of concrete. Sorry, it was ruined and I had to buy another bag for about 3-4 dollars. It won't perform the same once wet.

Cement bonds with water. Unless you can remove the water chemically, throw it out.
