Listed buildings are buildings which have been designated by the Secretary of State for Culture, Media and Sport as being of 'special architectural or historic interest'. Recommendations for, and records of, Listed Buildings are maintained by English Heritage, the government's lead body for the historic environment which acts as the government's advisor on additions and alterations to the Statutory List. You cannot alter or demolish a listed building without permission.
Listing is not intended to fossilise a building. A building's long-term interests are often best served by putting it to good use, and if this cannot be the one it was designed for, a new use may have to be found. Listing ensures that the architectural and historic interests of the building is carefully considered before any alterations, either outside or inside, are agreed.

A Grade 2 listed building usually has some significant historic interest to it. It could be a design feature, or it could be te actual building materials used. When renovating a listed property you need special permissions from the council and they usually insist that you employ a specially trained architect for the job. If you make a very good job of doing up such a property then you may even get the listing increased to a star listing. That puts it in the class of elite properties and you would find your property included in guides and encyclopedias.

It means that it is a preserved building that cannot be knocked down because of its heritage. Even if the building has gone to rot and ruin they can't knock it down. However they can regenerate the building. I worked at an old theatre/super cinema for a while. It was a grade II* Listed Building. It had been a theatre in the 30's, then a mecca bingo hall, then closed down for years, however in 2000 they decided to restore it to its former glory, thats when I was there. All the 1930's decor was still intact, however it did need (and continues to need) a lot of work. It really is a beautiful theatre, i've not seen another one like it...
