I live in Germany and we have purchased Germany specifications cars and I wanted to know how much and/or where you could get the car specifications convertedto American Specification.

Unless you have purchased an export model, there is a possibility it cannot be imported to the US under any circumstances.
I believe you have to check with US customs, and NHTSA for starters, on which vehicles are permissable, and can be retrofitted to US regulatons.

You probably need to talk to someone in Germany who knows what they're talking about instead of here. German emmission requirements may be more stringent that the US and no change would be necessary or it might be the other way around and a different computer with the correct fuel mapping would be required. You might also find out if a personal vehicle is required to meed US requirements or if it's only for vehicles for resale.
