How is an administrative agency created? What is the purpose of it?

Administrative agencies are created by the governments... city, county, state or federal.

Their purpose is to administrate an area of public need. For example, the dept of transportation has a license agency.

An administrative agency is usually created by act of congress. It's purpose is to administer the laws for which it is given jurisdiction.
