I do not have my reciept, however I do have my bank statement showing the amount deducted via USPS as the exact amount that I charged the buyer for shipping. The item and shipping altogether is between $25-$30, so would I be better to just cut my losses and refund the buyer or is there some way that I can keep my money and the buyer can get their money back through ebay. I also specifically asked the buyer if they wanted insurance and they said "no". Am I still obligated to refund them the money even though I will be out the money and the item I sold?

If you went through Pay Pal, they cover losses. Since the buyer didn't want insurance, shame on him. The only problem is the negative feed back you will probably receive. Suggest to the buyer that he opens up a dispute, and see how Ebay handles it. Good luck.
Edit. Next time, Delivery Confirmation.

You may have problems. If you cannot prove you shipped it to that person, then you may have to refund the money. By prove, I mean you have a receipt for that particular package to that address. The amount on the bank statement does not mean much. It shows that you did spend money at the post office, but it does not show what you spent the money on.

From now on, use certified shipping or signature needed or delivery confirmation. It is more expensive but it protects you in a situation like this. Paypay and Ebay usually ask for proof of shipment when a problem like this pops up.

Start by checking if the USPS has a copy of the delivery. Thanks to the UPC (tracking) codes used now days, this should be fairly easy to request a copy of the shipment.
If the buyer is contacting you personally, then ask them to file the complaint through the proper channels which is Ebay. Ebay will then investigate somewhat and contact you.
I, personally, wouldn't refund anything until this situations has better answers or proof.

On Ebay in your account you can print out what you sold, when and what the ebay transaction number is. print that out and keep it for your records. Always Always Always protect yourself First. if you sold item as is and they opted for no insurance then it is not your fault unless the product was recieved damaged. Then you may want to refund. The product was recv'd then sale final.
