From the Social Security Administration's website:

If you are not a U.S. citizen, Social Security must see your current U.S. immigration documents. Acceptable documents from the Department of Homeland Security include your:

Form I-551 (includes machine-readable immigrant visa with your unexpired foreign passport);
I-94 with your unexpired foreign passport; or
Work permit card (I-766 or I-688B).

Apply, with those documents.

In general, non-citizens can only obtain Social Security numbers if they are authorized by the Citizenship and Immigration Services to work in the U.S. Social Security cards can be unrestricted, or restricted, meaning its holder can only work with a CIS issued employment authorization document.

People that are not American citizens but that ARE here legally can get a Social Security Number by filling out an application at their local Social Security office.

The person would have to conterfeit the social security document. Non US citizens can work in the country with a work visa.
